That printed figure is the price — an agent charging above it is overcharging, and the price is not negotiable by location or demand. Because the department periodically revises pricing across the whole weekly range, the safest reference is the number printed on a current ticket.

Tickets are distributed through a large network of licensed agents and sellers, who earn a commission on sales and an additional incentive when a ticket they sold wins a significant prize. Watch out for pages that present a prize table as a permanent fact with no date attached. A prize structure is a snapshot of a policy, and policies change.
